The ACLU has decided to compile a list of all the juvenile detention facilities in San Diego county along with resources and a map in order to give people easy access to information. Instead of having to search the internet for each one of these facilities, we have provided a quick description of each along with the website and contact information. Also, people looking to file a complaint against a facility will find the forms required to do so.
CAMP BARRETT

Camp Barrett is located in the rural community of Alpine, near Descanso. Camp Barrett provides a commitment option to the Juvenile Court for seriously delinquent males, ages 16.5 through 18 years old for periods ranging from 270 to 547 days.
Camp Barrett’s goal is to provide committed wards with the training and skills necessary for successful reintegration into society. To accomplish this goal, each ward is required to attend school, complete assigned camp work tasks, and complete a demanding structured program designed to address reintegration issues.
Visiting occurs every Sunday between the hours of 11:00 AM and 2:00 PM. You must arrive in camp prior to 1:30 PM in order to visit. The visiting schedule is the same for holidays.

EAST MESA JUVENILE DETENTION FACILITY

East Mesa Juvenile Detention Facility (EMJDF), is located in East Otay Mesa, north of Brown Field. It has a Board of Corrections maximum capacity of 290. EMJDF opened for operation in June 2004.

KEARNY MESA JUVENILE DETENTION FACILITY (SAN DIEGO JUVENILE HALL)

Kearny Mesa Juvenile Detention Facility (KMJDF), formerly the San Diego County Juvenile Hall, is located in Birdland, a suburb of San Diego. It has a Board of Corrections maximum capacity of 359. KMJDF has housed juvenile offenders since 1954.

JUVENILE RANCH FACILITY, (RANCHO DEL CAMPO/DEL RAYO)

The Juvenile Ranch Facility is a behavioral and drug/alcohol rehabilitative facility serving male youths between the ages of 12 and 17 ½. The programs offered are designed to meet the individual needs of the wards committed by the Juvenile Court.
It consists of two different programs.
Rancho Del Campo is a structured behavioral program designed for mainstream wards, ages 12 to 17 1/2 years of age. It is specifically designed to address behavioral issues.
Rancho Del Rayo serves a specific rehabilitative function and offers specific drug/alcohol and behavioral treatment. Program length at Rancho Del Rayo is 84 days.
Visiting occurs every Sunday between the hours of 12:00 PM and 2:00 PM. The last visitors will be allowed in at 1:30 PM. In addition to the Sunday visiting hours, the following holidays will also conduct visiting: New Year's Day, Independence Day, Thanksgiving, and Christmas Day. The same hours for visiting will take place on the specified holidays.

GIRLS' REHABILITATION FACILITY AT KEARNEY MESA

The Girls’ Rehabilitation Facility (GRF) is an intensive, highly structured program serving up to 50 girls between the ages of 13 and 17 1/2. An individualized treatment plan is tailored for each girl addressing specific treatment needs to modify her behavior patterns and attitudes.
The ultimate goal is for the minor to think with conscience before they act. Programs range from 150 days to 365 days. An on-site, state-certified school operates 5 days a week meeting each girl’s educational needs.
